that his sterling equivalent with travelling allowance

amounts only to £1,220, He did not accept the Sterling

Scheme because the loss he would suffer when on leave or

on pension, as compared with the trifling gain of £30 per

annum. On the dollar basis he would draw leave pay in

England at 4 shillings per dollar and pension at 3 shil-

-lings and eight pence. The loss in the former case would

be £224 in the year which would more than eliminate the

£30 gain if spread over the periods intermediate between

leave, while in the case of pension he would lose £115 per

annum. His present rate of pay £1,220 is therefore un-

-doubtedly the best he could have selected, but it is

£80 per annum less than was assigned to the post 30 years

ago.

I have the honour to recommend

therefore that the maximum salary of the Director of Public

Works should be fixed at £1,350 instead of £1,200 or in

dollars at $9,000, and that the travelling allowance

should be fixed at $600 (or £60).

Mr. Chatham the present holder of

the appointment has long and invaluable experience and

discharges the responsibilities of his office with great

tact
